I have been adviced not to file a criminal complaint

The case is a against joint comissioners son
He is a big man he has various contacts... chances are there he may give money to the police officers and may even create fake evidences and fake witnesses in court with help of money
What to do... shouldn't i file a complaint?

A.don't have any doubt that if the accused is a high profile or well connected, then he cant be prosecuted. in such cases any harm caused to the complainant or a witness causes the person causing harm loosing his job.Moreover such a thinking will only bring anarchy as those following the law will never lodge a complaint.

A.Nobody is above the law, if you think you have been framed then definitely you have the rights to take legal resources.
