Dictatorship of village defence committee special police officer

Respected sir/madam, I want your opinion about the matter related to (Village defence committee) which was raised b y central government during internal insurgency in Jammu and kashmir. Respected, in village defence committee which come under police department it has 3 (special police officer) and 4 members with ammunition provide by jk police for village defence. These special police officer received the payment in their accounts, which is paid by jammu Kashmir police department, and these special police officer distributed salary among the members of the committee but in the course of time special police officer refused to pay the salary among their member of the committee and deprived the members to their right of monthly salary. So I want to know about that in these cases have some legal questions or not please give me advice as well as guide lines.

1. we need to understand what type of engagement/ any letter/ notification.
2. In case of any salary related issues, meet with the PS and higher official to find a solution.
