Plot booking cancellation fee refund Plot booking cancellation fee refund

I had booked the residential plot in Nov'19 by paying Rs.25000 in Mysore. Due to some document required for legal verification it took more than 6 months from the developer & delayed because of Covid-19 situation, am forced to cancel the booking for personal reasons & the property owner telling now that he will refund only 15000. There is no cancellation clause found in the booking form or receipt & not even informed us while booking. I requested to refund the booking amount in full but no response from him.
Kindly suggest

A.Since there is no formal written document hence both of you can not claim something as legal right. So, better settle the matter amicably. I hope you will appreciate the fact there might be some administrative charges that they would like to deduct which you may agree or not depending on the amount. For 25k taking legal action might be costlier way for you. Regards
