interest subvention not paid by state bank of india

we have taken a loan of 30 lacs for abroad education purpose in year 2013 . as per guideline Indian bank association and state bank circular (copy also provided to bank )f full interest serviced during the moratorium period we will entitle for one percent interest subvention .we have serviced Rs 535000 interest during moratorium Period but now bank is not paying interest subvention to us .
"bank now inform us the interest should be serviced promptly soon after application but not later than the following month to avail the interest subvention " in this way bank is not paying interest subvention to us .please do guide us .further ab

A.The loan agreement needs perusal. Yet, Consumer complaint Is suggested.

A.1) Send legal notice to Bank. Will need to go through initial documents to see if they have used clever language to fool customers.
2) Thereafter, you can approach regulatory body, or Consumer Forum.
