Purchase of flat in residential building

Hi, I was about to purchase a flat constructed in the name of residential building (Builder says it does not come under apartment category), It has G+3 floors (Stilt + Ground + First + Second), 6 flats constructed out of 40 x 60 = 2400sq ft area, Land is under A khata and flat is also in A khata, I am looking to purchase a flat in second floor, However LIC, Bajaj finance went through the property docs and willing to provide loan.
Builder says OC and CC not required since it has only 6 flats constructed and A khata has already made for individual flats, also building has an approval for G+3 and 4 flats but builder has constructed 6 apartments and G+3 remains same,
Do we really need OC and CC from builder in this case and the deviation in no of flats constructed is legal?

in 2016 RERA ACT HAS BEEN INTRODUCED AND AFTER THAT SUCH ARBITRARINESS OF BUILDERS IS LEGALLY ILLEGAL.
YOU CAN APPROACH THROUGH LAWYER TO CONCERNED RERA TRIBUNAL IF YOU HAVE GIVEN ANY ADVANCE TO THAT BUILDER
ALSO YOU ASK HIM THAT BECAUSE YOU DO NOT HAVE COMPLETE FUND YOU WILL HAVE TO TAKE LOAN AND THUS HE WILL PROVIDE THE REQUIRED DOCUMENTS
BUT WITHOUT DOCUMENTS DONT GO FOR PURCHASE AND COMPLAIN IN AUTHORITY THROUGH LAWYER

You can ask, it seems builder is not interested to give you or he .Right not have the same.
Do one thing, say him that you want loan for this flat from bank, and ask him to manage for Lian from bank, for fulfilling documents required by bank. If he is not ready for all then, then quit to purchase this flat.
