Reply sought undee rule 12 ccs leave rules 1972

I am a group A gazetted officer in central government. I have been absent from duty for 5 years now due to medical issues. I wanted to join back earlier this year but could not due to lockdown. Now i am scared to join for fear of contracting the virus as i have been long term. User of steroids which makes me more vulnerable to the virus.
Meanwhile my department has invoked rule 12 of ccs leave rules 1972 and asked me to file a reply within 10 days otherwise i will be deemed to have resigned from my job.
What would be the best course of action now?
I have already told them before that i can be transferred closer to home or given work feom home but they insist that i have to join at bangalore and get my period of absence regularised first.
But if i go there i will be exposing myself to mortal danger of covid 19.

you can approach tribunal/court and seek relief for extention of time assigning health reason/covid 19 . During this period consult a lawyer with detail fact and prepare your reply to their letter.
No Problem scan and send there letter and u can give medical grounds with current ailments and prone to disease
