I had an settlement issue with Emirates NBD bank in UAE. I was using their card till i left UAE in Dec 2018 unitl such time all the payments were made on time. However after coming to India i was paying the EMIs on the card not reuglarly but whenever i could arrange some cash. Bank came for an settlement in December 2019 that time my card was charges left and right with late charges, insurance etc and the outstanding was AED 13000 however after negotiation they agreed for AED 10000 in 4 installments. I agreed for AED 10000in 4 installments in order to close the issue where my actual liability was only AED 7000 removing all the other charges. However accepting the settlement i made my 1 st installment payment of AED 2500 in Dec 2019 based on the email confirmation from the bank. After making the payment i got an email that bank is not accepting for AED 10000 and wanted to further increase the settlement amount. I told like i got the confirmation Email for AED 10000 from the bank based on which i made the payment and i asked them to provide the settlement letter in writing to continue with the further payment but there was no response. Its almost 8 months now no one had responded and i raised this issue with the Central Bank. I got an reply from the bank that they regret for the issue happened in Dec 2019 and now ready to issue settlement letter with AED 10000 but i had requested them to reply for 2 points as mentioned below.
1. I had taken an personal loan for AED 1000 in Dec 2019 to close the issue with ENBD and since there is no response i had to pay the amount back to bank with interest and i asked who is going to bear that interest.
2. Forex rate from India to UAE is slight less compared to the rate now and who is going to pay for the additional charge if I intend to pay now.
3. It was highlighted in the settlement email on 14th Dec 2019 that if the the first instalment is not paid before 19th Dec 2019 then the complete negotiation is invalid and i need to pay the full amount and in vice versa i just asked like i had made the payment on 14th Dec 2019 it self and what would be consequneces if bank is not issuing the settlement letter before 19th Dec 2019.

I said like i shall agree to make the payment as per the earlier agreed settlement plan if i get an justification on the above 3 points.

Also i would like to send an legal notice to bank on the above and wanted to have their reply.
