Adoption above 15 for child living with biological parents

Can a 15 year 10 months old girl living with her biological parents be adopted by someone else, say if the reason is abusive parenting? If yes who can and what is the procedure?

A.As per Hindu law a person above 15 years of can't be adopted unless custom or usage allowed it
