I am an employee of a State University in WB sent an application for employment in another State Univ within WB. Requested in writing to my employer to issue me one NOC. My employer orders verbally to submit application to it. I disagree. Adverstisement says apply through proper channel or produce NOC at the time of interview. Can my employer stress for my application else refuse NOC kindly advice with Rules and Provision.

A.Submitting an application for NOC is fine sir. No problem in that. Employer in govt sector have the prerogative to either issue or decline to issue. So better to approach amicably and get an NOC for desired purpose.

An application for granting NOC has to made to the current employer only after whichNOC will be issued and you can show another employer your NOC.
