1. Is village secretary in Tahsildar office authorized to issue mutation certificate / letter directly without approval of Tahsildar?
2. What is the exact procedure to issue mutation certificate? What are the documents that need to provided to get a mutation certificate issued?

A.1) No Village Secretary is not authorized to issue mutation / letter directly without approval of Tahsildar.
2) Person seeking mutation of his / her name needs to submit the proofs based on which he / she is seeking the mutation by filing the relevant application / forms so as to carry out mutation proceedings by Tahsildar.
Upon verifying and if the details / documents are found to be correct, the mutation will be effected.
