Non implementation of RTI act

If rule or circular are not published by management of central government as per Section 4 of RTI acts,if employee make mistakes and violete these rule due to lack of knowledge.1-Is management have right to issue charge sheet to for not following above mentioned
rule.2. Is these not published rule are valid rule for issuing charge sheet

Yes you are correct, you have to challenge such charge sheet in High Court/Tribunal so that no departmental inquiry is initiated.
