Legal process to set up a new lottery company in Bengal

Hello Sir/Mam,
My question is that if I am going to establish a new Lottery Company like Dear, Bangalakkhi, and sell my tickets to all over bengal and declares prizes then what should be the process to be followed ???

A.Dear client first get legal advise from a Senior Business lawyer it has high rules and regulations on lottery act and many regulations like Department of Finance and many Government authority will come into picture. Regards NITHYANANDAN.S
