Refundable Security Money

I am a nursing student and I fill up 10k security money because of nursing rule,after 2 years I leave my college because of money issue,now they not refunded my security money even u want leave my college they told me it's cannot refund

A.they have to refund.
mostly they will refund after notice but notice will also cost.
you can recover from consumer court.
you will be able to recover it from civil court also but have to pay court fees.
