I wish to rise followings questions,
1. Outsourcing data entry works are legally approved by our Govt?
2. Data Entry works means Personal data of Citizens in other countries.
3. Is it legal to deal with such outsourcing data entry work?
4. How can we identify the Data Entry work provider is legally licensed?
5. What are the factors we should consider while taking such a home based data entry work?

data entry works usually of personal data of citizens , companies of any country
yes it is legal to deal with data outsourced provided it should not be about government sensitive data
check details of the company from the country it is from
check his previous payment to the job workers

A.seems you are new victim of data entry fraud.
it is legal to deal with personal data of citizens of other countries.
the fraud will come out in open in starting itself. frauds ask money in various names before starting or within first time when payment time comes.
