I am planning to by a pre owned car from a foreigner who works here at US embassy and now he is returning back to his country so he wants to sell his . Is it safe to buy such an car ? What would be legal formalities that need to be done? Also the car is at Mumbai at MH02 rto and needs to be transferred at MH05 rto kalyan ? Please help
