A.Hi,
So long as it is outside your property, though unethical, there is nothing you can do as they are not causing you legal injury. If they are causing problems, then you can file a suit for the tort of nuisance. But if there are no problems, then you have no remedy other than to convince them to move away yourself. The only way the police will help is if you know some officials in the Department, they will not assist you otherwise as no crime is being committed.
