Didn't get plot due to time barred

Government acquired our plot in 1979, but we did n't get due to time barred as per policy in L&B department, delhi. Is it possible now, to get it as i have now all knowledge of events with date. We showed all documents but not able to show DLR section 33 certificate from tehsil with in a time period which i result, they close the file. Is this possible now to get alternate plot. As i am only literate person in family and my parents didn't dig into this and my grand parents were illiterate .
