I am planning to make a well detailed , logical and smart arguments draft , which is to be submitted In the information commision of India as in a form of 2nd appeal , kindly advice on how to frame or draft a appeal such that it looks very professional and legal .

A.to make it look legal -->
easiest - take help of a lawyer. an idiot girl today walked in our office and claiming that lawyers are available for 50/- so you can also join the search with her.
hardest - take admission in law college and then after 3 years you will be 50/- lawyer with us.

well there are many RTI champions in areas. if you make effort, they will help you.

the draft should be simple yet updated.
there must be clarity of facts and laws to be used and and it must be interwoven.
the facts must be relied on by relevant precedents.
try to be clear yet precise.

Things you can do and avoid:
Writing an Effective Appeal or Request Letter
Elements:
Model Letter:
Opening Statement. The first sentence or two should state the purpose of the letter clearly.
Be Factual. Include factual detail but avoid dramatizing the situation.
Be Specific
Documentation
Stick to the Point
Do Not Try to Manipulate the Reader
