We approached BSNL for a FTTH connection and submitted the duly filled relevant forms in the last week of October 2020 and after few slips of commitments the connection established with details as follows:

The representative demanded Rs 4500/- and made the payment as demanded but refused to give any receipt for the amount paid when asked for a receipt. I lodged a complaint at BSNL selfcare for non functioning of wifi besides the above one vide no. ---- dt Oct 31, 2020 we got a message stating that complaints resolved on Nov 04, 2020. Once again complaints were made vide -----dt Nov 11, 2020 and it also showed as resolved. Since we were unable to get the wifi in the mobile and frequent dropping of broadband, once again complained to BSNL PG vide KRK/CO/2020/-- dated Nov 11 & KRK/CO/2020/-- dt Nov 13, 2020. Since there were no action, I again complained to CPGRAMS vide Grievance Regn No. DOTEL/E/2020/ dt Nov 19, 2020 and received reply from the GM Public Grievance Cell, --- vide PGCELL/PKD/CPGRAMS/ 20I9-21/-- dt 04-01-2021 case closed and asking me to contact the concerned LCO. The BSNL senior officials relegated such a serious complaint to casual complaint of “wifi not working” without addressing the core issue and closed it selectively. Every BSNL officer has a good excuse that they didn’t have sufficient manpower to install / solve the customer complaint as BSNL is not directly servicing all locations/ a particular area and hence not paying wages to the employ/contract staff / the contractors.
In the mean time, I received a call from the person who installed the connection immediately after the telecom from the AGM refusing to give a receipt for the amount and informed me that he is from a BSNL-outsourced agency and receipts are not issued for such activities.
You may get issue a legal notice threatening to approach Civil Court for various relied including compensation for mental torture.

You can file a mandamus writ petition where the Court can command BSNL to do their duty correctly.

The question of receiving the receipt will depend on the company's policies, but you are entitled to an acknowledgement of you having made the payment.
You can file a mandamus petition in High Court where the Court can order BSNL to execute their duties correctly.
