Is second wife entitled to 498a

Dear sir/mam my sister got second marriage.she was divorced from her first marriage in the panchayat but not from court.second husband did the same means both husband and wife married this marriage without taking divorce from court. Now second husband is beating my sister for dowry.my question is that if my sister can complaint 498a against him.

Yes, she is recognized as wife as such though illegal she has status of wife and she can put all cases which are available to legal wife.
