Property(Flat) sold to me that was already pledged before Property(Flat) sold to me that was already pledged before

This would be big text, please bear with me.
I bought a flat from one of the renowned builders. The property is a A khata property with all the proper documents. After one year one day I received a notice stick to door stating to pay "Axis(not my lending bank) bank outstanding loan balance" addressed to some other person "X". As my name was not there I did not take it seriously but I was concerned of fact the address mentioned in the notice was same as mine.
When I checked with the builder he said "X" is one of the director of builder firm, he has done some fraud using his powers and now he is absconding. My apartment consists of 400+ flats out of which only 2 (including mine) flats has this problem. The property is registered in my name and my question is how can two banks give loan on the same property.
When asked my builder gives reason that the property is in your name you need not worry.

A.Dear Sir,
you have file a suit for declaration against such bank and check if any legal cases are pending in Debt Relief Tribunal etc. Get issue legal notice
to your builder and bank for explanations in writing.
