Gpa confusion

A has given gpa to b in 2019..now b in 2020 sold property to c via sale deed ..now tital in name c..now d can purchase property from c...
Some one say gpa holder no power to sale it but how can it's registered in sub registrar office in 2020 how possible..all over confusion

You will have to look into the specific GPA for more clarity on the same, it will be mentioned whether the GPA holder has power to sell.
