Non refund of cancelled flight ticket due to covid

I had booked a srilankan airlines flight to Maldives in the month of April 2020 through goibibo. Due to covid, flight got cancelled. When contacted Srilankan airlines for the refund of the amount as it was cancelled by Airlines themselves, they replied that refund has been made to the respective travel agents and I need to contact them for the refund. When contacted Goibibo, they are telling that airlines have just approved the refund and they still haven't recieved any amount and will refund me once they recieve it. They are just giving some reasons and pushing the days. It's been a year now and am yet to recieve the refund. Please guide me as how to recover my refund amount from Goibibo.

The Supreme Court ordered the airlines to provide the passengers with a full refund for the cancellation of flights if they were booked during the lockdown period, from March 25 to May 24.
The airlines were supposed to credit the amount immediately even if they were booked through a travel agent,
For the carriers in financial distress, the court directed them to provide a credit to the flyers that can be redeemed until 31 March, 2021.

The Court also ruled for the carriers in financial distress, stating that they can provide a credit to the flyers that can be redeemed until 31 March, 2021.
