Non-Payment of Electricity bill for the partition building

We have a 2 -floor house out of which one portion(lower) belongs to my uncle and the the upper portion belongs to my father. This is agreed in a partition deed . The electricity bill still reflects the original owner's name as it never got changed in the JUSCO electricity board. There is a common electricity bill which comes however there are separate meter for both the parties. My uncle denies to pay the electricity bill as he wants to build another floor and we have denied that. Could you please advise what action can we take as we are paying the entire electricity bill. We cannot stop paying the bills as we have WFH and need electricity
