Is it legal for a traffic police man to use his mobile camera to snap vehicle without helmet? Which law says that it is allowed

A.Hi,
The traffic police is now sometimes seen clicking the images of violators and don't stop the vehicle. A special mobile application has been launched by the traffic department to rein in all those violating the traffic rules. This helps in speedy filing of challans and they can also send the challan to your home afterwards.
