A.Hi,
If you gave him money to perform a specific task and he escaped after taking the money, you can file a case against him.
You can first file an FIR and then hire a lawyer to go to the court.

A.If you believe that such person whom you gave money has ran away you can lodge FIR against such person. As evidence you can use the agreement that is signed by you and the money borrower. However if you know the whereabouts of such person and that he has not absconded than it is wise to send him a legal notice through lawyer and file a suit for recovery of money against him.
