I want to assign some personal work to anyone online. If they complete the work, I will pay them. But in case work is incomplete, I need to have all rights to decline the payment. Neither I will use their asssignment. So what I need to mention earlier to avoid future issues.

A.yes but a detailed agreement can be made.
dont do google medicine and approach a lawyer for that to avoid trouble.
also depends on kind of online personal work as well.

A.you will have to make a detailed agreement between you and the client as to what kind of work you would be giving it online the terms and conditions of such an agreement should be very much neat and clear subject to that you are not cheating them everything rest is legal.
