Dear Sir/ Madam I'm a Travel Agent from Warangal, Recently I have booked flight ticket (British Airways) to my Student Passinger to Canada HYD to YYZ , through one of the Reputed Travel XYZ Company. TKT was issued by them on same day. After 1 week Passinger called airlines for some clarification and Airlines CCE informed him that he cannot travel to Canada only Citizens & PR only can travel through BA. Finally behalf of Student I exalted the issue through Email and requested XYZ company to cancel the TKT and refund or Transferable Voucher so that other can fly in feature because Passinger cannot wait till the BA change it's rules, he needs to fly once the Airline started flying. But they came with the reply that he only should fly which it is not possible because Student once he go to Canada he will not return till 3to4 Years so pls help me in this issue.

If they still deny then consumer court.
If the travel company is refusing you to issue refund or transferable voucher, you can complain against the company in the consumer forum of deficiency and negligence in service, and demand compensation from the company along with refund.

The refund rules and issuance of transferable voucher is subject to the terms and conditions of the travel agency. If they are not issuing refund, you can approach the consumer court on the account of deficiency in service by the travel agency.
