Need clarification of Karnataka Electricity supply and distribution code

I have a problem in our family. The Service wire laid from an electric pole near our house to the next house a long ago. Due to our new house construction, we are requesting MESCOM to shift the service line from the construction area to another place (that place also belongs to us). But Engineer says, since we need to replace another place, we need to pay the reposition expenses? Is this true? As I understood from the above code, it says, even after installation serviced such consent is withdrawn by the property owner. The Consumer shall be liable for payment of all dues as if the installation were in service during the period of such discontinuance till the expiry of the initial Agreement period. Due to two different statements, we got confused. Could you please help me to get your opinion and legal advice from you.
"Karnataka Electricity supply and distribution code 2000-01" it says clearly that "Furnish the consent of the owner of the property, if the proposed service line has to pass through the property of some person(s) other than the Applicant. The Licensee reserves the right to discontinue power supply if after the installation is serviced such consent is withdrawn by the property owner. The Consumer shall be liable for payment of all dues as if the installation were in service during the period of such discontinuance till the expiry of the initial Agreement period."
You are not obligated to pay if the land is yours. You can submit an application to the government, and if they do not process it, you can provide them with a legal notice.

If the land is yours then you would not be liable to pay. You can send an application to authorities and if the authorities fail to process the application you can send them a legal notice.
