As per the narration of your facts, it seems that you belong to a rural background. Even if the village accountant denied issuing you the certificate, you have an alternative course. Fill in the application form and submit it along with your income proof and assets at the local tehsildar's office.
If you find my answer helpful then kindly rate me.
You can still get your EWS certificate through the tehsildar's office. You have to submit the relevant documents along with your income proof, fill in the application form, and submit it in person at the District office.
