High Maintenance Bill including gst

Dear sir,
In year around 2013 I had purchased a 3 BHK flat and got it registered in year 2017 end.
On 17th June 2016 I cleared all my dues to take possession which included 6 months maintenace fees plus the developer also took the 6 month advance maintenace fees from Jan 2017 to June 2017.
I was given possession of my flat from Aug 2017 .Further I kept continuing to pay maintenace bill till mid 2018.
The maintenance bill is calculated at a rate of 2.20rps plus the gst.
Then on around mid of 2018 year all the flat owners protested regarding this high maintenance bill and have decided not pay unless and until there is some mutual agreement with the developer and the of handing over to welfare association is carried out. Some of owners also haveĀ not got the possession of their flats.
In between i could manage to rent my flat to a tenant for one year .Since I had taken temporary meter for electric connection he charged at rate of 9.5 plus also adding Gst 18% to it.
Is it justified for the developer to keep on continuing to add gst in the Maintenance bill.
I request to kindly advise to sort out this issue so that I can come to a justified solution.

Under these circumstances, majority members should come together and form an ad-hoc association and take over the maintenance themselves and also register the association subsequently. You should talk to other members and form an association.

Most important he cannot charge GST on electricity that's unfair.

The developer's decision to keep raising GST rates is unjustified. You can file a complaint with the consumer forum or the nearby court, potentially as a group. GST may be increasingly charged only when the land and property prices increase.

It is not justified on the part of the developer to go on adding GST rates. You can approach the consumer forum for such grievances or the nearest court, possibly in a group.
The developer cannot go on adding GST in the maintenance bill. Better protest through different channels.
