A.Hi,
You need not worry about the official jargon. It only states that though there has been a delay in filing the suit as per the limitation act, the court will still allow it and perhaps decide it on merits.

A.When you filed that Notice, the Statutory period for filing the same was expired and for that reason, certain grounds were given on your behalf justifying the delay in filing and the Hon'ble Court being duly satisfied with those grounds allowed the filing of such Notice with necessary direction upon the office bearers of the Department for further processing.
