A.Dear Sir,
It is called public interest litigation case (PIL) only before High Court of your State. Normally Rs. 100/- will be charged as Court fee but you have to hire high profile advocate otherwise if Court is not properly convinced then it will be dismissed by imposing heavy cost on the Petitioner that is the person who files such case.

Yes a social welfare case could be filed in a court free of charge. But it might cost you around Rs. 50 court fee per respondent an you'll have to affix it with the petition.

A.Hello
A social welfare case or I would call a Public interest Litigation. A PIL itself is cheap compared to other court cases. One has to pay a court fee of Rs 50 for each respondent and affix it with the petition. However, the expense for fighting the case depends on the advocate the petitioner chooses to argue the case.

A.Yes but it depends what is the case and the cause of the case. One cannot decide that sou motu that what should be the court fee while filing a case and should the cause be considered as social cause or PIL as they call it. You can file the case and pray for it. If there is valid ground it will be heard accordingly.
