CBW Custom bonded warehouse price in quotation by indian bidder

The Indian bidder in a tender has quoted CBW price. Can the Buyer organization (R&D) issue CDEC certificate to the indian bidder( who is importing from OEM foreign).

A.Hi,
As per the government notification, cdec is only issued by qualified research institution to Indian Bidders who are importing equipment from OEM. So, if the organization qualifies as research institution capable of issuing cdec, then they can issue the certificate, otherwise they cannot do so.
