Defrauded by an astrologer what action can be taken?

Dear sir,
when I was at garden restaurant for family dine , we were approached by astrologer ( He sit there every weekend) looks well dressed and decent and he rolled us in his good sweet words and asked there is going to be big problem in your future and you need to perform some rites ..firstly we ignored but he somehow got my number and started calling and played his tantrum and convinced me that doing a ritual would solve a problem ,I must say , I agreed like stupid and he guaranteed that all problems will be solved and professional growth would be for sure and all this comes in 3 months, if you don't do this, you would loose promotion opportunity and your family persons health is in risk as per astrology etc etc .he took 22000 and the performed a pooja later he demanded 2500 and again he took 14000 for gem and did meaningless rites ,we contacted him after 3 months as there were no good signs and he started telling someone did black magic etc. etc..by that i learned that I am duped by fraudster. we tried to get hold of him ,due to restriction it wasn't possible. I informed him of legal action on WhatsApp ,he refunded 2000 and he always say that he refund 50% of my money and till date never did any refund except 2000.Please suggest what legal action can i take .i don't want get into mess ,as I am from outside state and that person seems to have good local connections.
You may approach Police and get file complaint and get register FIR. First find out his permanent address and his phone numbers otherwise he may run away. It is social work for you otherwise you may cheat others also.

Section 424 of the Indian Penal Code states that "whoever dishonestly or fraudulently conceals or removes any property of himself or any other person, or assists in the concealment or removal thereof, or dishonestly releases any demand or claim to which he is entitled, shall be punished with imprisonment if he does not give back the amount duly."

You can hold him guilty under Section 424 of the IPC states that "whoever dishonestly or fraudulently conceals or removes any property of himself or any other person, or dishonestly or fraudulently assists in the concealment or removal thereof, or dishonestly releases any demand or claim to which he is entitled, shall be punished with imprisonment if he does not give back the amount duly. File a compalint at the local police station.
