I had paid a sum of Rs 38,000 to a person in Nagpur regarding some legal work for my land located Off Wardha Road, Jamtha. However now more than 1 year has passed and I do not have any proof of the work promised now got any receipts from the person and now neither is he responding to my phone calls. I have full proof of payment to his bank account and also WhatsApp chats for the past one year. However there was only a verbal agreement

A.Dear Sir,
In future you may approach him and try to get it audio recorded and then threaten him by issuing a legal notice saying that you will approach the police or civil court then you may recover the amount as he did not done any work.

A.Hi,
Section 424 of the Indian Penal Code states that "whoever dishonestly or fraudulently conceals or removes any property of himself or any other person, or assists in the concealment or removal thereof, or dishonestly releases any demand or claim to which he is entitled, shall be punished with imprisonment."

A.Hi,
You can file a complaint in the local police station under Section 424 of the IPC states that "whoever dishonestly or fraudulently conceals or removes any property of himself or any other person, or dishonestly or fraudulently assists in the concealment or removal thereof, or dishonestly releases any demand or claim to which he is entitled, shall be punished with imprisonment.

A.Since you do not have any proof to establish the fact that there was a job contract between him and you so, you need to send a legal notice to that person through a lawyer to establish the fact that there was a contract, verbal, between him and you. On receipt of a legal notice he will reply to that either accepting the fact or denying the fact and basis that reply you can file a case.
