A.After you confirmed and then refused, he refused others and incurred loss.
good that he paid 3k.
you broken the contract, not landlord.
once you confirmed the property, you have to pay 1 month notice rent.

A.Hi,
The landlord had no right to any money as security because there was no rent agreement and no contract between you and the landlord or owner. To get your money back, contact legal help and report the event to the police. If you wish to pursue the property further, you might try to resolve the conflict by mutual agreement and discussion.
Thank you very much.

A.Hi,
There was no rent agreement and there was no contract between you and the landlord or owner, the landlord had no right to any money as security. You can call legal assistance and report the incident to the police to get your money back. However, if you want to pursue the property further then you can seek to resolve the dispute through mutual consensus and by talking it out.
Thank you.

A.Since there was no rent agreement nor you had taken the premises on rent and further there was no privity if contract between you and landlord or owner hence landlord is not entitled to any money on account of security. The plea of electricity work or cleaning etc are baseless and flimsy ground. Report the matter to police and you can also file case for recovery for which you can contact legal aid cell for free legal services.
