Compensation against domestic flight cancellation done by airlines

Sir,
I booked a domestic flight from Chennai to Ahmedabad for 04 passengers. Subsequently, the said flight was cancelled by the airlines. Then after a series of itinerary revision, the airlines was offering me an alternate flight after 3 days from my original date of departure. Initial cancellation was done by airlines 8 days prior to my departure. Then second itinerary change was done by them before 16 hrs of my scheduled departure and that too after online web-check in. Thus, I was no informed 2 weeks prior to my departure and the airlines could not offer me an alternate flight for next 3 days. Hence, as of Civil Aviation requirements, Series-M, Section-3 published by Directorate General of Civil Aviation (DGCA), airlines is liable to pay me compensation of INR 10,000/- since my flight block time was more than 2 hours.
Even after showing all the documentary proofs, the airlines denied my request for compensation. Hence, I want to file a case in consumer court through https://edaakhil.nic.in/
I have the following questions :
1. In DGCA guidelines, compensation amount is INR 10,000/- for block time more than 2 hours. Is this per booking or per passenger ? In my booking there were 4 passengers. Shall I ask for INR 10,000/- per passenger ?
2. As per airlines terms of carriage, jurisdiction is Delhi. Shall I register case in Delhi jurisdiction ?
3. Shall I file a case against airlines or DGCA ?

Furthermore, if you have already reported for the original trip and are waiting for an alternate flight, the airline must give free meals and refreshments throughout your wait.
This is relevant to a single person and a single individual. As a result, you will receive a total of 40,000. If the compensation is not paid, you must first send a legal notification and file a lawsuit against the company.

For flights having a block time of more than 1 hour compensation of 7,500 on book one-way basic fare class Airlines will charge whichever is less is to be given to the passenger. First slides having a block time of more than two hours compensation of 10000 on book one way basic set + airline fuel charge whichever is less is to be given. Additionally if you have already reported for the original slide and while you wait for the alternative flight the airline must provide free of charge meals and refreshments in relation to waiting time.
this is applicable for a single individual and a single person. so you will get a total of 40,000. If the compensation is not paid then you have to first send a legal notice register a case against the airlines in their main office.
