OBC NCL certificate to have reference to older certificate?

I am applying for admissions. There, for OBC reservation, I needed to submit an OBC NCL certificate, but I only have one from 2018. The college instructions say that if the candidate does not have the OBC non-creamy layer certificate of 2021-
2022 at the time of registration, he/ she may upload older OBC NCL certificate. But at the time of admission, he/ she must produce the financial year 2021-22 OBC NCL certificate, issued by the same competent authority. This additional certificate
must have reference of his / her already issued original caste certificate.

What does "reference of his / her already issued original caste certificate" mean? Should I normally apply for a new OBC NCL certificate to submit later (like I applied in 2018) or is there some other procedure to be followed for an NCL certificate with "reference to...."?

A.Hello,
there is no benefit to using the OBC Creamy layer. They are no longer classified as reserved. They are treated in the same way as candidates in the General category are treated. The annual income of the household determines the difference between the creamy and non-creamy layers. If the family's annual income exceeds 4.5 lakhs, the candidate is considered to be in the Creamy layer and does not qualify. The Union government is considering boosting the annual cap to 6 lakhs, which may happen as early as this week. The OBC's non-creamy stratum is given an edge in exams and jobs. In this scenario, the original certificate that was granted to you will be taken into account.

A.Hi,
The OBC Creamy layer receives no advantage. They are no longer in the reserved category. They are given the same treatment as candidates in the General category. The difference between the creamy and non-creamy layers is determined by the family's annual income. If the family's yearly income is higher than 4.5 lakhs per annum, the candidate is deemed to be in the Creamy layer and does not qualify for the reservation. The Union government is mulling raising the limit to 6 lakhs per annum, which may happen as soon as this week. The non-creamy stratum of the OBC receives advantages for examinations and jobs. In the present case, the original certificate issued to you will be considered in this regard.

Sir! Is Candidate income is considered or not .Or only parents income is considered.
