How to file petition in consumer forum against wrong quality products

Hi my name is Tushar . I am from jalandhar . I file against Delhi wholesaler . They send bad quality of product. I request to please send back and change it . But it take excuses more than 3 month after they refused to take shoes . And I file complaint from online legal india website . They allote lawyer and send legal notice to wholesaler . But in between time they not take good answer to me. Then lawyer make petition . But I have no idea how to file petition . How to print out . Which document can attach. Notrizize stamp is mandatory or not . Legal notice can print on which paper photocopy or green paper . File in stamp paper .I have no idea plz explain all . I have only petition and affidavit available . How to file I have no idea plz me . And explain in simple language . Because my English not so good.
