how to gain course recognition from the Rehabilitation Council Of India (RCI).

I am a mother of a disabled child joined a master's programme in Rehabilitation at Mahatma Gandhi University, kottayam,kerala. This programme is conducted without taking the prior approval from the Rehabilitation Council Of India (RCI). Hence successful completion of the programme do not grant us eligibility to serve the disabled community.
The course curriculum is benchmarked with other similar programmes and rated to be high in content and syllabus. We students have been working on this issue for the past 1 year based on which the University has acknowledged their mistake and is willing to take any required steps including paying penalty to grant us justice in spite of which the RCI has not given us any favourable response yet. Our programme is getting prolonged. We need the RCI recognition to complete our course.
When University has acknowledged their fault and willing for any revision, is their any legal support to grant us RCI recognition within the shortest period.
Kindly help me with any options or previous similar cases.
