A.Hi,
Firstly, it is not illegal to quote a higher price. If such a clause is mentioned in the rental agreement signed between the two of you, then you are legally bound to pay that amount of money per unit. However, you may try and negotiate with him and solve this amicably if such a clause is not mentioned in the agreement. Moreover, the landlord cannot terminate your contract on this basis.

A.If it was agreed as per the rental agreement that this the amount that you will pay then you will have to pay. In case he is asking for this arbitrarily then you can tell him that since it was not mentioned in the agreement and neither agreed between us hence you will not pay this.
In case you wish to take this matter in a legal way then you can file a case in civil suit if he tries to evict you because of this.
