Delay Condemned

My father retired in year-2019 while working at class-4 employee in the Punjab State Government. The department never promoted him and whenever my father filed an application, he kept on delaying by giving him the excuse of office work. In 2017-18, the father had also filed a civil writ petition and SLP (Special Leave Petition) in the Punjab and Haryana High Court but the judge dismissed these by saying that the petitioner had done delayed in the court arrival. This civil writ petition is also 02 years old. Please help

A.While filing the writ petition he should have also filed for condonation of delay and got the approval from the court. See while filing a case in court the petitioner has to show that the cause of action was relevant and existing at the time of filing the case . It seems that your father filed the case after retirement when the cause of action expired.
Check with some senior lawyer to figure out any possibility of going for revision or appeal ( which I think is negligible now)
