They accepted my relieving now they're asking to pay money.

Hello,
I have worked as a Analyst at Firstsource Solutions Limited, Bangalore. Due to my health issues I'm decided to quit the job for sometime. Then I informed the same to my manager and HR. First they're not accepted and told me to serve the notice period of 60 days. I told them I'm not able to serve and I was explained my health issue and the same documents also submitted to them. They're agreed to relieve me immediately. Then I submitted my resignation through the Employee relieving portal of Firstsource Solutions. After that I handovered all the company assets in Bangalore office. They told me to wait 45 days to Full and Final settlement. After 45 days I reminded to HR. Now the HR team is stating that I need to pay the amount of 32000/- to get my relieving letters as a notice period recovery amount. In my signed offer letter there is nothing mentioned. They mentioned only need to serve the notice period. They're not mentioned about if I'm not served the notice period they have right to recovery the amount from an employee and After explaining my situation they accepted my relieving now they're asking to pay money.
Any suggestions to resolve this issue.

The rules regarding resignation are the same as that mentioned in your offer letter. If such a rule prescribes you to pay fine for not serving notice period, then you are required to pay such a fine.
