Government job document verification

If I know someone who is working in a government organisation and has not cleared all the documents for verification, but still there is no action taken by the organisation and that candidate is given more prilvallges than others , how can I complaint about the candidate or the company regarding this issue?
A.Dear Sir,
You may lodge complaint with higher authorities of the said department or get issue a legal notice and approach the High Court by filing PIL.
