It is too late but if there are grounds to justify the delay you can approach Magistrate Court and file private complaint and get it registered.

If you reported the accident to the insurance company in 2014, then you will be eligible to claim. However, it depends on the terms of the contract in the end if the insurer acknowledges the same or not as the accident happened in 2014 and its possible for the time to be lapsed.
