Bank Locker Deceased Claim

MY bank is harassing my father for last 15 years to claim his parents belonging from locker for deceased claim, we have given lot of notices and complied all requirement as when asked by the bank but every time after compliance bank come up with new requirements. We have given compensation email of 10 Crores do we stand any chance if we move legally?
A.Dear Sir,
You may approach High Court to resolve the issue otherwise it will be kept pending by the buyers since it has become casual for them as nobody questioning their monopoly attitude in the Courts.

A.Until and unless your father submits his claim before the Bank through Succession Certificate specifying himself as the legal heir of his deceased parents' movable assets,the Bank is not bound to release those movable assets.
