College not giving marksheet

I have taken bca course from university. university provide these course through institution and I also taken institue private course but left out the institute private course and continue the bca course and has paid all the fees to university and institution..but after exams are over amd final marskheet is arrived at institution they are not providing me final year marksheet and telling to complete ALL the dues of their private course.i complained in university as well but University telling to collect duplicate becoz instition is also not listening to them as well.what should I do now?should I collect duplicate? Do they have right to withhold certificate for their private course fees.
Colleges do not have the right to withhold mark sheets or any other certificates if you do not clear your entire dues. You can file a complaint at the local consumer redressal forum and then they can try to solve it out.

You have to get issue a legal notice intimating that you will go social network and TV media and also approach High Court then they will come down and give your mark sheet.
