rti act clause 2(f)

I have a gas connection with Indane gas service. Recently I filed an rti regarding home delivery. But the pio denied to give information. I want to know whether the given reply is correct or should I file a first appeal. Following is my question and the reply from the concerned pio.
Question- Does the distributor 'garur indane gas service' according to the rules and guidelines is obliged or compelled to give home delivery of lpg gas cylinder to its consumer if the consumer with the distributor has its house on a motorable road just approximately 50 meters away from main road, and approximately 1 km from the distributers godown?
Reply from the pio- The information asked appears to be a complaint which as per clause 2(f) of rti act does not fall in defination of 'information'

Indane gas is owned by Indian oil Corporation which is government company and RTI has to be provided for the same but as per Section 2(F) the PIO has to provide data, forms, opinion, contracts, advices, e-memos and records in electronic form and this question does not come in ambit of the above prescribed heads. You can go for asking general question on this regarding specific.
