A letter of 22 pages which have complaint of some person was recieved by me but the same was taken back by past superior officer in govt. department. Now new officer say that you gave the paper or i will take the action. what should i do.
A.Dear Sir,
Unless the contents of complaint are disclosed you are not answerable to your superior. You can approach any advocate for preparing draft explanation to be submitted before your superior officer.

A.Dear client,
First, you will have to approach the past superior officer and enquire about the letter. If they are not giving then, at least try to get an acknowledgement from them to show the new officer that you do not have the documents. If this doesn't happen then you can complain about this to a more superior head.
